Meta Business Agent is the name of two different products. One is a free, no-code AI agent that any eligible business can switch on inside the WhatsApp Business app, Instagram Pro, Messenger, or Meta Business Suite.
The other is the Meta Business Agent Platform, an enterprise product that runs only on the WhatsApp Business Platform (for now), requires API and webhook setup, and excludes certain categories of business.

The self-serve version draws on the business profile, past conversations, and website content. It generates answers around the clock in your brand’s tone and hands conversations to a person according to rules you create.
The Platform version is what Meta’s developer documentation breaks down in detail. It runs on WhatsApp, uses the Cloud API, and requires nontrivial development work to set up.
Who can actually use the platform tier?
Beyond the category exclusions, Meta Business Agent Platform has three requirements that must be met for your business to use it:
- Used in the WhatsApp Business Platform through the Cloud API
- Operated in an eligible country
- Pass Meta’s business verification
Meta’s exclusion list includes Finance, Government, Health, Alcohol, Gambling, OTC drugs, and matrimony services. In practice, that removes non-bank lenders, insurance, and multi-location healthcare providers from consideration for the Platform tier, no matter how much you spend on Meta ads. Home services, career education, and complex B2B companies remain eligible.
What the agent actually does for you
Both versions answer incoming questions using information your business supplies, including company details, FAQs, uploaded files, and website content. Businesses define when a person should take over: when a customer requests one, asks something outside the agent’s configured knowledge, or triggers a sentiment rule.
The Platform version also lets the agent call your APIs during a conversation. It could look up an order, check availability, or book an appointment. That connection could also let the agent send structured conversation data to the systems your marketing team uses to measure lead quality.
The WhatsApp catch for U.S. and Canadian brands
The Platform tier runs only on WhatsApp, and WhatsApp is not where most consumers in the United States and Canada message businesses day to day. A home services brand that drives leads through Instagram and Facebook cannot point the Platform agent at those conversations today.
The self-serve version covers Instagram and Messenger, but it does not connect to a CRM, booking system, or lead scoring model. It can answer customers on those channels without providing the structured qualification data your marketing team would need for this test. Before testing the Platform version, you’d want to decide if enough prospects use WhatsApp to make a pilot useful.
The one feature actually worth testing
A form submission tells your marketing team that someone responded. By itself, it says little about whether that person will enroll in a program, book a service call, or answer the phone. When campaigns optimize only for form submissions, those leads count toward the same conversion event despite their differences in quality.

- Confirm eligibility against the exclusion list and business verification before anyone builds anything.
- Pick one qualification question you already use to sort leads, and define how the agent would capture it and where the value created would be sent.
- Decide in advance what a positive result looks like: a measurable difference in qualified lead rate or downstream close rate against a matched lead-form campaign, not conversation volume.
- Keep the self-serve agent in scope as a separate, cheaper test of response coverage on Instagram and Messenger, with the understanding that it will not produce structured qualification data.
